Dear UST Colleagues:

Our mid-fiscal year 2025 report of Underground Storage Tank performance measures is now available. You can access the report by visiting the U.S. Environmental Protection Agency’s website at epa.gov/ust/ust-performance-measures.  As shown by the report data, the EPA, and our state, territorial, Tribal, and industry partners are making progress in protecting public health and the environment from UST releases, ensuring clean air, land, and water for all Americans.

Highlights from the first half of FY 2025 include:

  • Compliance rates remain high for Class A and B operator training requirements at 87.7%, and for financial responsibility requirements at 90.0%. The Technical Compliance Rate (TCR) is increasing as envisioned, reaching 61.0%.
  • Cleanup progress continues. The UST release backlog remains well below 60,000 at 54,472 and we expect the number will decrease further by the end of the fiscal year.

I appreciate everyone’s efforts and contributions towards the good results for the first half of the fiscal year. Thank you to everyone who provided data and supporting information and to everyone who conducted quality assurance and quality control reviews. I am confident that program performance will remain strong through the fiscal year and beyond. If you have questions about our semiannual reports, please contact me or Susan Burnell ([email protected]; 202-564-0766) of my staff.

Mark Barolo, Director
EPA, Office of Underground Storage Tanks
