Oregon Full-Serve to Offer Temporary Self-Serve to Gas Stations

Attention Oregon Class A/B and C UST operators: As you may know, Oregon and New Jersey are the two states that require full service at nearly all gas stations and convenience stores. We recently received this important but temporary rule change from the Oregon Fuels Association.

After two long weeks of advocating for self-service relief, despite heavy opposition, the Governor has authorized fuel retail stations to offer self-service. This is not mandatory for station owners. This is also a temporary, emergency authorization that will be reauthorized every two weeks as this emergency continues. Finally, this does not change Oregon law for stations in counties who can currently offer retail self-service.
If you need to offer attended or unattended self-service, you must follow the instructions below.

The Order will be in-effect for two weeks and be reissued by the Governor as this emergency continues. In order to offer self-service, the following guidelines must be followed:
  1. Attended Self-Service: You can immediately convert to attended self-service at your retail stations. This means that your gas attendant can be re-purposed to do sanitation or other jobs in your business.
  2. Social Distancing Policy and Officer: To stay in compliance with the Executive Orders, a station must (1) have a social distancing policy in place and (2) designate an officer responsible for implementing and enforcing the social distancing and sanitation policies.
Unattended Self-Service (limited authorization): If you are in the position where no employees are available to work and you would otherwise need to close the station, you may convert your station to unattended self-service. In order to go to unattended self-service, you need to maintain documentation that you do not have employees available to offer attended self-service and you have exhausted efforts to try to hire employees to cover your site. Please keep this documentation of your efforts in the event that the state audits you and requests this documentation. You cannot allow unattended self service for longer than 10 consecutive hours. In addition, you must post safety signs at your station on how to safety pump fuel (provided by the State Fire Marshal).
