It’s been a very long haul from Oregon adopting UST operator training rules in 2003 to just last week when Connecticut almost adopted rules but got delayed.
Most states have rules on the books, a few states are close, a few states will be delayed and a few states won’t be ready any time soon.
Quick update:
Guam and CNMI are neck and neck to get UST rules adopted in the next few weeks.
Alaska and Washington will adopt soon but chose to move the training deadline to 12/31/2012.
Nevada’s rules aren’t technically adopted yet but the state has started approving training and encouraging training now, which is smart.
Arizona won’t have rules adopted in time for the 8/8/12 deadline, though they have some basic statutes in place.
Nebraska is supposed to be ready for the deadline but nothing confirmed.
Missouri, New York and New Jersey have no working draft regs on the table.
Florida and Connecticut are working hard to get rules adopted in time. Florida training deadline will depending on the age of one of your tanks:

Puerto Rico and US Virgin Islands are supposed to have rules on the books soon but we haven’t seen a draft version from either territory.
