I’ve spent much of the last week wading through hundreds of pages of material published by the US EPA, trying to familiarize myself with the new UST Law of Land, made available Monday, June 22, 2015, exactly 26 and a half years to the day when the first batch of UST regulations hit the streets.

WASHINGTON – The U.S. Environmental Protection Agency (EPA) announced on Monday that it is strengthening the federal underground storage tank (UST) requirements, in order to improve prevention and detection of petroleum releases from USTs. The goal for these new policies is to strengthen existing requirements and help ensure that all USTs in the United States meet the same release protection standards, minimizing potential for groundwater contamination from leaks.
After years of review, the new Federal UST regulations have been adopted. event pages in the near future.
Meanwhile here’s the condensed version (10 pages).

This month I’m putting the UST spotlight on a person rather a company, state or trade association. And that person is Larry Gregory of Snoqualmie, WA. Since Larry moved back to the Seattle-area we’ve gotten together a few times to talk tanks. Larry is a quiet and humble guy on the surface but he’s not your typical UST professional.
He was a global engineering advisor and a fuel system engineer for Exxon Mobil for 38 years and has probably designed, inspected, and troubleshot more gas stations around the planet than anyone I know. His nearly four decades in the field have given him a rich knowledge and understanding about what works and what doesn’t work in keeping fuel inside the walls of a UST system.
Larry’s soft spoken but he doesn’t mince words. If he thinks something is good for USTs and the environment he’ll let you know. If not….

Oregon is one of two states that still require full serve fuel dispensing at convenience stores but those days may be limited. Recent Oregon legislation may drop the requirement for rural parts of the state, which includes over half the state’s counties and most of Eastern Oregon.
So how will this affect Class C UST training and spill response in Oregon? Do more live class C operators per site equal fewer spills? Are Oregon gas stations safer because there’s always someone standing by the dispenser 24/7? Would there be slower spill response if this rule is enacted? Many questions but few answers at this point.
