The UST Program Turned 35 on December 22

If you were new to the underground storage tank (UST) universe, you might not know that December 22 is an important day on the pollution prevention calendar. Thirty five years ago, in 1988, EPA adopted national Underground Storage Tank regulations that would transform how we manage fuels underground and protect millions of Americans from being impacted by polluted drinking water supplies.

Check out the milestones of the UST program nationwide.

Ben Thomas, President of UST Training, is proud to have been a part of this industry since even before 1988. Ben oversaw the removal of leaky USTs in Vermont in 1986-87 and went on to help the State of Alaska get through the December 22, 1998 national UST upgrade deadline. Over the last 25 years, Ben has dedicated his efforts exclusively to pollution prevention, including networking, sharing ideas, education, and just helping people understand why managing UST system safely makes good business sense.

Likewise, many Class A/B and C UST operators, state, federal and tribal regulators, as well as service providers have all done their part to make this one of the most successful environmental programs to date. Here are some of the successes based on your efforts.

Look for our Tank Savvy Logo

In 2012 we introduced the idea of being Tank Savvy to the UST industry through our free online training videos on YouTube. (See what we mean by being Tank Savvy.)

In 2023 we begin adding the “I’m Tank Savvy”  logo to all of our certificates of completion and state Class A/B course Study guides, and you’ll be seeing it appear it in all our training lessons going forward.

Here at UST Training, we just don’t provide you with the opportunity to complete training to secure certificates to meet the minimum state requirements. We provide you inspirational, motivational content, plus our expert advice, to make you the best operator you can be. Basically, to be Tank Savvy.

And a special thanks to the over one million UST operators we’ve trained online since 2007, as well as all the folks we’ve provided live training to over the years. Your ability to be top notch operators is our greatest measurement of success. Overall we are seeing a national decline in UST violations, leaks and spills. We want to think we’ve done our own part to make things safer for America’s precious drinking water supplies.

Estimated 31K gallons of fuel leaked from Taunton gas station

Why is Class A/B UST operator training important?

In what appears to be another throwback to the 1990s: an unfortunate situation involving a very large leak of gallons of fuel into the ground in a neighborhood. This had to have been a catastrophic single event leak or a steady release over time, which contemporary leak detection technologies should’ve caught. How was this missed?

As I read this story about my home state of Washington, this article feels like a throwback to the 1980s and ’90s, when there were leaky tanks seemingly everywhere. And not just small leaks, but major events like the one covered below. There’s quite a complex story here as far as determining the source and extent of the impact that leaky underground fuel tanks cause. It is a good reminder however that major leaks can still occur even today, 35 years after the enactment for Federal UST rules. Class A/B UST operators, read on:
